
The Institute of International and Security Studies at the University of Wrocław (ISMB UWr) is a partner in the project Implementation of the Best Practices for Crisis Management in Ukraine, funded by the Visegrad Fund. The Faculty of International Relations of Ivan Franko National University of Lviv is a leader in the project. Other project partners include the University of Žilina (Slovakia) and AMBIS University in Prague (Czech Republic).
The project’s goal is to explore best practices in crisis management at various levels of local government in the Visegrad Group countries. The project will result in the preparation of an academic textbook for Ukrainian universities offering programs in national and international security. The textbook will incorporate the experiences of the partner countries and will be provisionally titled “Crisis Management: Practical Skills.”
In this context, including Polish experiences in crisis management plays a crucial role. On December 3–4, 2024, project participants from Ukraine, the Czech Republic, Slovakia, and Poland conducted planned study visits to the Municipal Crisis Management Center and the District Crisis Management Team in Wrocław to learn about Poland’s experiences in crisis management. On December 5, 2024, a seminar titled “Polish Crisis Management System – Best Practices” was held at the ISMB UWr headquarters. Participants were welcomed by the Director of ISMB UWr, Prof. Krzysztof Kociubiński, and the Deputy Director for Research, Dr. Katarzyna Jędrzejczak-Kuliniak.
During the seminar in Wrocław, the following topics were presented:

- Dr. Doc. Natalia Struchok (Lviv University): Peculiarities of the Concept of Crisis Management in Ukraine
- Dr. Doc. Oleksandr Kuchyk (Lviv University): Higher Education during Wartime: Challenges and Opportunities
Following the presentations, a discussion was held with the participation of:

Upcoming activities include study visits planned for March and May 2025 in Prague and Žilina. A concluding conference, titled “Crisis Management for Ukraine: the Way to Sustainable Development in Eastern Europe,” is scheduled for October 2025 at Lviv University.
