The Institute of International and Security Studies cordially invites students, researchers and members of the academic community to a guest lecture and seminar delivered by Jonathan S. Miner, JD, PhD, from the Department of Political Science & International Affairs at the University of North Georgia.
The event is organised on the initiative of Dr Marek Antoni Musioł and will take place as part of Professor Miner’s visiting stay at the University of Wrocław under the “Excellence Initiative – Research University” (IDUB) programme.

“Comparative Policy Analysis and Diplomacy in Practice: United Nations Initiatives and Resolution Writing in a Changing International Order”

The lecture and seminar will explore the challenges of contemporary diplomacy and international negotiations in a rapidly changing international order. The discussion will draw on Robert Putnam’s “two-level game” theory to analyse the tensions between domestic political pressures and international diplomacy.
The meeting will address:
- diplomatic limitations in resolving contemporary conflicts,
- negotiations concerning Ukraine, Iran, Russia and the United States,
- the role of “win-sets” in international negotiations,
- comparative foreign policy analysis and governmental decision-making structures,
- practical aspects of United Nations initiatives and resolution writing.
The event also refers to Professor Miner’s co-authored teaching publications The Basics of Global Politics and The Basics of American Government.
About the speaker
Jonathan S. Miner, JD, PhD, is Professor of Political Science at the University of North Georgia. His academic interests include academic diplomacy, international law, comparative foreign policy analysis and international relations education.
Since 2014, he has served as Director of the UNG Model United Nations programme, developing experiential learning in diplomacy and negotiation. He is also the founder and organiser of the Model UN On-Campus Conference and co-author of educational publications and teaching materials in political science.
Professor Miner combines academic expertise with extensive legal and policy experience, focusing particularly on U.S. foreign policy, Middle Eastern affairs, counterterrorism, border security and diplomatic simulations.
